The Premier League leaders are convinced they can sign him this summer, according to The Athletic, who makes that claim.
If a deal is completed, Rice would surpass Nicolas Pépé’s £72 million transfer record and is Mikel Arteta’s top target. It is assumed that the player is willing to consider the potential move.
Since Rice’s contract with West Ham expires in 2024, some have speculated that he would leave for a sizable sum in January. However, West Ham has insisted that Rice won’t depart this month.
The player has already expressed his ambition, saying that his ultimate goal is to compete in the Champions League.
Rice declared in December, “I want to play in the Champions League, 100%.”
Given that they just lost out to the Blues on January target Mykhailo Mudryk, Arsenal will undoubtedly face competition from Chelsea for Rice’s signature.

Arsenal could sign Leandro Trossard as Mykhaylo Mudryk’s alternative
Leandro Trossard of Brighton has been made available to Arsenal as they look for Mykhaylo Mudryk alternatives.
The Ukraine international Mudryk was the Gunners’ top transfer target. Still, Chelsea scuttled their attempt to capture him with an £88.5 million offer.

Arsenal in talks with Orlando City star Facundo Torres
Facundo Torres, an athlete for Orlando City, has acknowledged that his team has spoken with Arsenal about a prospective transfer.
The Gunners have been linked to the Uruguayan star, who they view as a strong potential backup for Bukayo Saka.
The two sides are said to have started talking in the fall, and Torres has confirmed that talks have taken place.
